Since there is no original digital version for most of this historical material, each document has to be scanned, "optically character read," and then converted to HTML to be reproduced here. This is a long and labor-intensive effort (about 4 full months worth of 8-hour work days) that is in process. As meeting minutes are converted, they will be made available to this page.
